The Subject of Affirmative Action
Considering the subject of affirmative action the following questions frequently are raised: Is there a clear understanding of affirmative action roles/goals? What are the pros/cons of these programs? What are the ââ¬Å"loop holesâ⬠in the system? Does seniority play a role in affirmative action? Addressing these key questions may help us all in our daily routine, as administrators and/or potential administrator in the public/private sector. Affirmative action programs throughout the United States have long been a controversial issue particularly concerning employment practices (public/private) and university student and/or staff recruitment. Most public agencies have some type of instituted affirmative action program. According to Cheryl Perry-League, Director of Equal Opportunity of the Port of Oakland, every business operating on Port of Oakland owned land must have a standing affirmative action program on record and businesses bidding to do work for the Port of Oakl! and must have an acceptably diverse workforce. To understand the role and/or goals of affirmative actions programs we should define what the broad definition of what affirmative action is and what caused its development. The phase ââ¬Å"affirmative actionâ⬠was used in a racial discrimination context. Executive Order No. 10,925 issued by President John F. Kennedy in 1961. The order indicated that federal contractors should take affirmative action to ensure job applicants and employees are treated ââ¬Å"without regard to their race, creed, or national origin. â⬠A person could define this statement as an order to imply equal access and nothing else. Subsequently, Executive Order 11246 issued by President Johnson in September 1965, ââ¬Å"mandated affirmative action goals for all federally funded programs and moved monitoring and enforcement of affirmative action programs out of the White House and into the Labor Department. Affirmative action ââ¬Å"refers to various efforts to deliberately! take race, sex, and national origins into account to remedy past and current effects of discrimination. Its primary goal is to ensure that women and minorities are widely represented in all occupations and at all organizational levelsâ⬠(Tompkins, 1995, p. 161). Another definition of affirmative action according to Barbara Bergmann is ââ¬Å"planning and acting to end the absence of certain kinds of people-those who belong to groups that have been subordinated or left out-from certain jobs and schoolsâ⬠(1997 p. 7). Tracing the history of affirmative action, laws against racial discrimination have proved inadequate for workplace integration because they often provide remedies only after the fact. Affirmative action requires proactive steps to provide equal opportunities in employment as well as access to education. Many affirmative action programs were born from Title VII of the Civil Rights Act of 1964. Title VII references to affirmative action programs were brought about ââ¬Å"because of! the history of discrimination in the United States, certain groups are viewed as disadvantage in the current marketplace. Thus affirmative action laws impose temporary requirements to correct underutilization of these groups (e. g. , goals and timetables for increasing the number of minorities and women in a facility)â⬠(Gutman, 1993, p. 9). Prior to these laws and the Title VII law, the U. S workforce was primarily dominated by white males. Although, still somewhat white male dominated, quotas that were designed through affirmative action programs have helped achieve some representation of women and minorities in the current work force. Some remedies brought about through affirmative action programs include goal setting, quotas, and timetables. The term goal ââ¬Å"refers to specific outcomes which, when achieved, will result in equal employment opportunity and equitable representationâ⬠(Hall & Albrecht, 1979, p. 47-78). Goals and hiring quotas vary somewhat in their fu! nction. Goals generally are long range plans that organizations use and there are no expected minimum or maximum limitations. Quotas by comparison, ââ¬Å"establishes a definite number of people who must be hired. A Company cannot by law, use quotas unless it has been ordered to do so by a court to remedy a past actionâ⬠(Hall & Albrecht, 1979, p. 47-78). Deficiency correction is the primary target of goal setting through affirmative action. For an organization to be effective with goals, they must be realistic, attainable, and monitored by the human resource department. Affirmative action programs generally achieve their set goals through several common practices called outreach programs. First, there are special recruiting programs where women and minorities will most likely be found. These special outreach programs often target black universities and female dominated educational facilities. A second outreach program involves special advertising. Generally, this is also implemented ! in areas that are heavily populated by women and minorities similar to that of recruiting programs. Through outreach programs like the ones mentioned above, goals can be attained to achieve equity and representation without forgoing higher educated and skilled applicants. These programs can be justified because discrimination is still apparent in the United States today. A 1990 study by the University of Chicagoâ⬠s National Opinion Research Center found that the majority of white Americans still believe blacks to be inferior. For example, 53% of non-black respondents said they thought blacks were less intelligent than whites, 62% said they thought blacks were less patriotic, 62% said they thought blacks were lazier, and 78% said they thought blacks ââ¬Å"preferred to live off welfare. â⬠The National Assessment of Educational Progress, a series of national standardize tests, evaluates students on their proficiency in reading, writing and science. They divide and co! mpare these results to better understand the effectiveness of public schools. Their results suggest a large imbalance in the educational quality received by whites and other races. The most noticeable imbalance in the three fundamentals of learning was the most important, reading. When students cannot read well, they usually cannot succeed in other subject areas. With the background of affirmative action and its programs established we should evaluate some of the problems with affirmative action and if affirmative action programs work. Opponents against affirmative action programs often believe that the system currently in place is a misuse of the original intent of affirmative action. The programs as they apply now are detrimental to the operation of the job market, to white males, and to the groups it is supposed to benefit. They further contend affirmative action causes reverse discrimination. It is not good practice for Opponents ââ¬Å"proâ⬠affirmative action to use it as a way! to make up for past discrimination. Another problem caused by affirmative action is that it often places a stigma on any groups, which receive preferential treatment, especially on individuals who earn positions because of their ability. Opponents of affirmative action programs believe that these programs when handled properly through the human resources department within an organization can minimize the negative references received regarding hiring practices. Nye states ââ¬Å"that positive information regarding an employeeâ⬠s job qualifications should minimize assumptions of incompetence associated with affirmative action hiring programs. In other words, when co-workers have information that clearly describes an individualâ⬠s job qualifications, they should be less likely to assume that he or she was hired solely on race or genderâ⬠(1998). By making this information available within the organization, it would help remove the pressures from the employee and co-worker regarding the hi! ring practices. This could further help the organization in the area of productivity, public relations within the community, and morale. By increasing morale, you maybe able to retain more employees, recruitment made easier, and motivate employees into a very competitive workforce. Opponents of affirmative action also do not believe that women and minorities will be treated fairly without affirmative action programs. Opportunities in todayâ⬠s workplace are extremely competitive. Glazer states that ââ¬Å"the battle over affirmative action today is a contest between a clear principle on the one hand and a clear reality on the other. The principle is that ability, qualifications, and merit, independent of race, national origin, or sex should prevail when one applies for a job or promotion, or for selective institutions for higher education, or when one bids for contracts. The reality is that strict adherence to this principle would result in few African Americans getting jobs, admissio! s, and contractsâ⬠(1998). With that being said, women and minorities cannot possibly have a fair chance in todayâ⬠s society without positive affirmative action programs. However, with affirmative action, it has been noted that their incentives to achieve success may be decreased because ââ¬Å"preferential treatment can lead to the patronization of minorities and women workers and students. By ââ¬Å"patronizationâ⬠I mean the setting of a lower standard of expected accomplishment because of the belief that these people are not as capable of meeting a higher standardâ⬠(Loury, 1997). With a white male dominated workforce, negative public perceptions, and low self-esteem of applicants, affirmative action offers a solution for race and gender equity. Further stated, everyone in America should be afforded equal opportunity. If this cannot be achieved voluntarily, then we must continue to take action to remedy these situations. Opponents of affirmative action won a landmark victory, in 1998, wi! th the passage of Californiaâ⬠s Proposition 209. This proposition abolished all public-sector affirmative action programs in the state in employment, education and contracting. Clause(C) of Prop. 09 permits gender discrimination that is ââ¬Å"reasonably necessaryâ⬠to the ââ¬Å"normal operationâ⬠of public education, employment and contracting. In 1998, The ban on use of affirmative action in admissions at the University of California went into effect. UC Berkeley had a 61% drop in admissions, and UCLA had a 36% decline. This decline strengthens the position of the Pro side of affirmative action. However, a contingency plan has been established. According to a source (who asked to remain nameless), UC Berkeley has a program to actively recruit more minority students that falls out of the guidelines established by prop. 09. These types of ââ¬Å"loop holesâ⬠can ultimately hurt the various studies on the effectiveness of anti-affirmative action laws. ââ¬Å"Loop holesâ⬠are exceptions to the ! rules or standards. Itâ⬠s a way around the system. Opponents for affirmative action might feel that the Washington State government utilized such a ââ¬Å"loop holeâ⬠in 1997. Under an affirmative action program criticized as the ultimate example of preferential treatment by supporters against affirmative action, the Washington State government hired more white men than African Americans did or any other minority group. In fact, white men fell second to white women being hired (Brune). The program in question is Washington Stateâ⬠s ââ¬Å"plus threeâ⬠program, according to Tom Brune of the Seattle Times, ââ¬Å"allows the state to hire people who qualify for affirmative action over finalists with higher job-test scores. White men qualify because the stateâ⬠s affirmative action policy cover not only people of color and women, but also Vietnam-era veterans, disabled veterans and people with disabilities. Majority of the veterans are white men and nearly half of them are disabled in the State of Washin! gtonâ⬠. Another example of how affirmative action works for the disadvantaged can be found in Hayward, California. Bonnie Kellogg was admitted into the governmentâ⬠s Small Business Administration program that gives her company competitive advantages in its quest for government and large corporate contracts. Prior to 1995, Kelloggâ⬠s chances of getting into this program, officially known as the 8(a) Business Development program, would have been slim to none. However, in 1995 court ruling stemming from a law suit by a white business owner alleging ââ¬Å"reverse discriminationâ⬠relaxed government standards. This ruling as allow for whites, Egyptians and Iranians, who fall outside the SBAâ⬠s minority designation easier access to the program. This relaxation of the rules as helped non-minorities business owners greatly. Report K. Oanh Ha of the Knight Rider Tribune finds a, a big statistical change. From 1968 until mid-1998, only 40 businesses owned by whites and non-minorities out of 13,40! 0 firms nationally were admitted, were admitted into the 8(a) program. So far this year, 74 non-minority companies have been admitted. 1999) Seniority must be examined because in my opinion it is the most widely used preferential treatment policy in the American workplace? With affirmative action being view as preference by many Americans and seniority being an unchallenged ââ¬Å"rule-of-thumb. â⬠In an article by Paul Rockwell he explains, ââ¬Å"The seniority system may be legitimate, but it is no less preferential in its execution than affirmative action. When layoffs take place by seniority, many highly skilled women, many well-qualified people of color, among others, are bumped out of their jobs by less qualified older white males. In a seniority system, the last hired is the first fired, whether the employee is more skilled and competent than an employee protected by seniority. (1999). â⬠Richard Lester, author of Manpower Planning, believes that seniority places less qualifi! ed employees ahead of employees who are often better educated, more skilled in computers. Arthur Whitehill & Shin Ichi Takezawa in Work Ways, concluded the same thoughts ââ¬Å"Younger worker in some cases are more competent than older workers because of [them being} better education, greater adaptability and physical fitness. The public sector and much of the private sector have recognized seniority for quite sometime. We can find this system practiced by older teachers at various universities who are often protected by tenure. Professor Daniel Barber has even stated in candid conversion that when he was the department chair for the Master of Public Administration he took care of the tenured faculty first. Knowing this, why do Opponents of affirmative action, have appeared to be, judgmental of about so-called ââ¬Å"meritâ⬠and ââ¬Å"preferenceâ⬠, why isnâ⬠t there the same concern about the biggest workplace exception to strict meritocracy ââ¬â Seniority? Seniority is yet another way to protect th! e ââ¬Å"good ââ¬Ëo boys networksâ⬠. Found in many of the historically white male dominated professions, for example, Firefighters, police, school superintendents, and college professors. Coming from a public sector background (Disabled Army War Veteran, Bureau of Prisons office administrator, Department of Veterans Affairs administrator, and to many federal internships to count) I support the seniority system in those places where affirmative action is still in place. Workplace should reflect the diversity of the community it serves, seniority is a fair system of labor management relations. Seniority gives employees for the personnel problems and private preferences of an employer. However, seniority is a widely used exception to strict merit system only if the workplace is democratic and applied with affirmative action the workplace can become more inclusive. Where affirmative action is repealed, seniority loses some of its legitimacy. I argue that only loses some of its legitimacy be! cause I personally was retained as an employee in a seniority situation. I was the last hired but I was not fired. In short, the scope of seniority and affirmative action are similar. The goal of seniority is job security and affirmative action is integration; both goals are good for America. The American labor movement has a major stake in seniority. The movement should embrace affirmative action because in good conscience it should not take advantage of one and not honor the other. Basically, benefiting for seniority practices but opposing affirmative action for others. If affirmative action is repealed, seniority should go as well. Labor unions and movements should concentrate on saving affirmative action. At a time when all progressive social policies are under attack, unity between women, labor, and people of color is imperative. Seniority and affirmative action should stand or fall together. CONCLUSION Ultimately, the controversy surrounding affirmative action programs t! oday will continue into the future. Society as a whole does not appear to be ready to relinquish its negative perception of the hiring practices brought about by Title VII. However, the benefits brought about this act has greatly increased the opportunity for women and minorities in employment that may not have otherwise been available. These programs have offered hope to some if not all-socioeconomic groups that they will be afforded the opportunity of equal employment and/or representation in our society. Furthermore, human resource departments in the public sector will have to become more skilled in implementing positive affirmative action programs if we are to reap the full benefits from them. Finally, Affirmative action is not a cure-all. It will not eliminate racial discrimination, nor will it eliminate competition for scare resources. Affirmative action programs can only ensure that everyone has a fair chance at what is available. They cannot direct us to the social pol! icies necessary so people do not have to compete for scarce resources in the first place. The larger question to ask is why are there not enough decent paying, challenging and safe jobs for everyone? Why are there not enough seats in the universities for everyone who wants an education? Expanding opportunity for people of color means expanding not only their access to existing jobs & education, but also removing the obstacles that cause these resources to be limited.

Bangladesh is developing country. After liberalization, we achieve a poor economic growth in last three decades. This is because of number of micro and macro factors as density of people. Bangladesh is a place where we see lack of proper education and poor political stability. Political instability is the major factor in Bangladesh that makes a vital hazard to achieve the economic growth.All of above, banking industry brings a little bit hope that can be a better flavor to accelerate the economic growth in our country. This is the only sector (especially private banking) that getting a continuous develops from last two decades. One of the aims of this study involves the focus on ââ¬ËThe General Banking Practice of Dhaka Bank Ltd, Halishahar Branchââ¬â¢. Another aim of this paper is to point out how management of the bank ca n perform better and provide better service to the clients. 2. Methodology Different data and information are required to meet the goal of this report.Those data and information were collected from various sources, such as, primary and secondary which is showed below: Primary data were collected from: ? Scope The scope of the research covers the General Banking practices of Dhaka Bank Limited. The report focuses on the general banking practices in general, how it is implemented in Dhaka Bank Limited. 4. Limitation of the study The present study was not out of limitations. From the beginning to end, the study has been completed sincerely and carefully. But some problem arises from conducting the study.During the study it was not possible to visit the whole area covered by the banks although the financial statements and other information regarding the study have been covered. Some limitation are given stated below- 1. The main constraint of the study is insufficiency of information, which was required for the study. There are various information that the bank employee can't provide due to security and other corporate obligations. 2. Eligibility to open an account: Anyone capable of entering into a valid contract can open an account with the bank. A minor can also open an account under guardianship or alone if s/he is at least 12 years old. But a minor is not allowed to open a current account. Lunatic, Insolvent person/Drunker/Liquidator/Any other individual or organization by law cannot open an account with bank. 6. 6 Accounts Opening of Customers with the Bank Opening of an account involves certain formalities, which varies according to different types of accounts as well as various categories of customers.The bank supplies following printed forms during opening an account of a customer: o Account opening Form o Specimen Signat ure Card o Deposit Slip o Cheque Book Requisition Slip o KYC Profile Form o Transaction Profile Form Customers are requested to read all the instructions carefully and then fill up the forms properly. And additional cheque book is issued at the request of the customer according to his/her necessity. Followings are the formalities during issuing a cheque book: Getting the cheque book requisition slip signed by the account holder By verifying the signature, issuing the cheque book Writing down the account number on each leaf of the cheque book Making entry to the cheque issue register Supplying the cheque book to the account holder after getting proper acknowledgement from the account holderInland Remittance Department Remittance Department: This department deals with transfer of money from one place to another place. Remittance can be classified as inland remittance and foreign remittance; however, remittance department mainly deals with inland remittance rather than foreign remittance. Instruments used for inland remittance as under: o Pay Order (P. O) o Demand Draft (DD) o Telegraphic Transfer (TT) Pay Order: A Pay Order is a written order on a specific instrument i. e. generally called ââ¬Å"Blockâ⬠issued by a bank to pay a certain sum of money to specific person, Organization or a bank.It is called bankerââ¬â¢s cheque, as it is issued by a bank as well as drawn upon on a bank. Issuance of Pay Order: issuance of pay order involves following steps: ? Upon requests of customer, bank supplies prescribed application form ? Applicant has to provide detailed particulars of him/herself as well as beneficiary or receiver of the Pay Order ? Total amount of the P. O must be written both in words and in figures in the space provided ? Credit vouchers are prepared; one for com mission and another for VAT ? Now customer is requested to deposit the P.O amount along with VAT and Commission charges to the cash department ? Cash department releases the application form with authorized signature and cash received seal ? Now Pay Order is written on block which has three parts: First part is retained by the issuing bank, Second part is for customer and Third part is for the beneficiary of the Pay Order ? In this stage all the information is entered into the P. O register Payment or Encashment of Pay Order: Issuing bank makes payment of Pay Order upon presentation through clearing house. When the P.O does not consist of discrepancies, necessarily the proceeds of Pay Order is credited to the account of payee/beneficiary. However, before making payment of P. O, the signature of issuing officer is verified and date of payment is recorded in the Pay Order issue register. Demand Draft A Demand Draft, which is traditionally called DD. A DD is a written order on a specif ic instrument of one branch of a bank upon another branch of the same bank to pay a certain sum of money to or to the order of a specified person or of a specified organization. In practice DD is not issued between two branches within the same city.Issuance of Demand Draft: Issuance of DD involves following steps: ? Customer is asked to fill up a form in specific form provided by bank which is also treated as a voucher ? Commission and Charges are also mentioned in the form ? Two credit vouchers; one for commission and another for VAT is stapled with the form ? Customer pays cash in the cash department with relevant vouchers ? Cash dept. receives cash and delivers vouchers after completing necessary formalities ? Now DD is prepared in a block Branch-wise serial number is given on the draft ? The draft number is written on the voucher ? Draft block and voucher along with the register are sent to the officer in charge for checking and then sent to manager/Second in charge of the branc h for authorization ? The draft may be crossed if customer desires and finally delivered to him/her against initial or acknowledgement on the voucher Payment of Demand Draft: After receiving the DD, the drawer branch checks the date, amount both in words and figures and signature. In case of Test DD, Test number must be reconciled before payment.And then DD is cancelled and payment date is noted in the register. If the DD is crossed, the payment is made through clearing house. Telegraphic Transfer In case of Telegraphic Transfer, which in brief is called TT, an applicant has to fill up prescribed form supplied by bank to inform all the particulars about the sender as well as the receiver/beneficiary of the TT. Besides, following points should be checked in this regard: ? Full name of the beneficiary and his account number if the instruction here is ââ¬Å"credit to beneficiaryââ¬â¢s accountâ⬠, or full address if instruction is there to advise & pay ?Commission and Telegram c harge are recovered from customer ? A cost memo has to prepare for customer in this regard; containing the amount of TT, commission and Telegram charges ? Customer has to deposit cash in the cash department along with voucher and application ? Remittance depart finally checks all the particulars viz. name of the beneficiary, account number of the beneficiary, name of the bank, name of the branch and mode of payment etc. ? Each and every TT must be Tested whatever the amount of TT ?Authorized officer then send the TT message through Telex/Telephone ? The issuing branch also sends a TT confirmation advice to the drawer branch and one copy is retained by the branch Payment of Telegraphic Transfer (TT): The payment of TT is paid only when TT test numbers reconcile. TT receiving branch maintains TT message receiving memo. On agreement of Test, the serial number of TT is entered in the TT payable register. The issuing branch informs if any number is mismatched or omitted. The TT amount is then credited to the beneficiaryââ¬â¢s account if the beneficiary/receiver of the TT is an account holder of the branch; otherwise a Pay Order is issued if the beneficiary/receiver of TT is an account holder of another bank. 6. 8 Clearing Section: According to the Article 37(2) of Bangladesh Bank Order, 1972, the banks, which are the member of the clearinghouse, are called as Scheduled Banks. The scheduled banks clear the cheque drawn upon one another through the clearinghouse.This is an arrangement by the central bank where everyday the representative of the member banks gathers to clear the cheque. Banks for credit of the proceeds to the customersââ¬â¢ accounts accept Cheque and other similar instruments. The bank receives many such instruments during the day from ac count holders. Many of these instruments are drawn payable at other banks. If they were to be presented at the drawer banks to collect the proceeds, it would be necessary to employ many messengers for the purpose. Similarly, there would be many cheque drawn on this the messengers of other banks would present bank and them at the counter.The whole process of collection and payment would involve considerable labor, delay, risk and expenditure. All the labor, Risk, delay and expenditure are substantially reduced, by the representatives of all the banks meeting at a specified time, for exchanging the instruments and arriving at the net position regarding receipt or payment. The place where the banks meet and settle their dues is called the Clearinghouse. Activities of the Section: (a) Preparation of Clearing Outward and Inward Lodgment and record maintenance of the same. (b) Batch posting as and when required. On receipt of instruments, the same is endorsed here.Then clearing section wi ll sent IBDA to head Office for clearing purpose and on receipt of IBCA from Head Office amount is credited to customers account and vice versa. If the instrument is return then the same is given back to the customer. 6. 9 Collection Section: Checks, drafts etc. are drown on bank located outside clearing house are sent for collection. Motijheel Branch collects its clientââ¬â¢s above-mentioned instruments from other branches of DBL and branches other than DBL. In case of out ward bills for collection customers account is credited after finishing the collection processor.And in case of in ward bills customers account is debited for this purpose. So it places dual role as follows: i) Collecting Banker ii) Paying Banker. Activities of the Section: Collection is done when (i) Paying Bank is located out side Dhaka City. (ii) Paying Bank is other branches of DBL situated inside Dhaka City. i) Paying Bank is outside Dhaka City: Collection department of Motijheel Branch (Principal Branch) , DBL sends outward bills for collection (OBC) to the concerned paying bank to get inter Bank Credit Advice (IBCA) from paying Bank.If the paying bank dishonors the instrument, the same is returned to principal Branch. ii) The Paying Bank of their own branches inside Dhaka City: Collection Department sends transfer delivery item to other branches of same bank situated inside Dhaka City. Upon receiving IBCA customerââ¬â¢s a/c is credited. Procedures for Outward Bills for Collection: 6. 10 Accounts Section: In banking business transactions are done every day and these transactions are to be recorded properly and systematically as the banks deal with the depositorsââ¬â¢ money.Any deviation in proper recording may hamper public confidence and the bank has to suffer a lot. Improper recording of transactions will lead to the mismatch in the debit side and credit side. To avoid these mishaps, the bank provides a separate department whose function is to check the mistakes in passing v ouchers or wrong entries or fraud or forgery. This department is called Accounts Department. Besides these, the branch has to prepare some internal statements as well as some statutory statements, which are to be submitted to the Central Bank and the Head Office.This department prepares all these statements. Operation of this section begins at the start of the banking hour. Cash officer begins his/her transaction with taking money from the vault, known as the opening cash balance. Vault is kept in a much secured room. Keys to the room are kept under control of cash officer and branch in charge. Biography of Thomas Jefferson Thomas Jefferson, the third president of the United States, is recognized for his many accomplishments during the 18th century. Not only was he a president, but Jefferson was the author of The Declaration of Independence, a founding father of the United States, and the founder of the University of Virginia. Jefferson was a brilliant political writer who used his writing skills to separate the United States of America from Great Britain and to protect the rights of man.Jefferson addresses these rights in the declaration when he says, ââ¬Å"All men are created equal and there are certain unalienable rights that governments should never violate. These rights include the right to life, liberty, and the pursuit of happiness,â⬠(Jefferson, 1. ) These words are popular and have historical meaning. On April 13th, 1734 in Shadwell, Virginia, Thomas Jefferson was born to the parents Jane and Peter Jefferson. Shadwell is a town just outside of Charlottesville . His mother, Jane Randolph Jefferson, was from a family that claimed to be descended from English and Scottish royalty (ââ¬Å"Thomas Jeffersonâ⬠).His father, Peter Jefferson, was a skilled surveyor and cartographer, which meant that he studied and practiced making maps as well as accurately determined the three-dimensional position of points. Peter produced the first accurate map of the province of Virginia. Perhaps young Jefferson got inspiration from his father. Jefferson had five siblings. He had two older sisters, two younger sisters, and one younger brother. He lived in a very busy household. As a child, Jefferson spent his free time practicing the violin and reading books. At the age of twenty four, Jefferson married Martha Jefferson.They were both from plantation families and it is believed that they were introduced to each other by mutual friends. Thomas fell for the young American girlââ¬â¢s education and interest in music (ââ¬Å"Thomas Jeffersonâ⬠). Togethe r they had six children, but only two lived to be adults. After many wonderful years married, illness fell upon Martha and she passed away on September 6th, 1782. Jefferson made a promise to her that he would never remarry. After her death, he spent three weeks mourning in his library. In a period of seclusion, Jefferson explained in his autobiography that he felt like a part of him had died after she passed (Jefferson, 42).Later on in life, Jefferson had an affair with slave-girl Sally Hemings. There isnââ¬â¢t much information on this story, but there was DNA proof that he fathered her child. (ââ¬Å"Jefferson ââ¬â Hemingsâ⬠). Thomas Jefferson began his education at a very young age. At the age of five, his father placed him in an English school and he was attending Latin school by age nine. The Latin school was conducted by Reverend William Douglas (Beran, 78). In 1758, Jefferson attended the school of Reverend James Maury. He described Reverend Maury as ââ¬Å"a corre ct, classical scholarâ⬠(Jefferson, 29. He later attended the College of William and Mary at the age of seventeen in Williamsburg. It was there that Jefferson began his law studies with George Wythe. Jefferson received and unofficial political and cultural education from him. For two years, Jefferson studied primarily with George Wythe and Dr. William Small. He said that Dr. Small taught him a vast majority what he knew about politics. Over the seven years of study spent at Williamsburg, Jefferson culminated in the practice of law, but without any degree. Thomas Jefferson was also strongly influenced by the political philosophy of the Enlightenment and also from John Locke.Thomas Jefferson was not a good public speaker, but that didnââ¬â¢t stop him from expressing his opinions of politics. In his early writing years, Jefferson mostly wrote political letters (Skarmeas, 66). His earliest published work is The Declaration of Independence. He began drafting The Declaration of In dependence after British troops had attempted to confiscate American ammunition stores and capture patriot leaders in these towns (ââ¬Å"Reasons for the Declarationâ⬠). The continental congress met in September of 1774 to pick a committee responsible for drafting it. Jefferson was the delegate chosen to write the important document.The Declaration of Independence was written as a letter to King George III hoping for reconciliation. The committee met several time to discuss ideas and think of what they wanted to be addressed in the document. Like most people who write something, he had to first make a rough draft (ââ¬Å"The Declaration of Independenceâ⬠). Jefferson, by himself, drafted a rough copy of the declaration. He worked on it for two and a half weeks. Only minor changes were made to his draft before it was finalized. The Declaration of Independence became Jeffersonââ¬â¢s most popular work.This was such an important document because it formally declared that the thirteen colonies of North America were free and independent from British control (ââ¬Å"Reasons for the Declarationâ⬠). It served as the basis for the American Revolution. It began the formation of the federal government and a new United States of America. The Declaration of Independence was released to the public on July 4th, 1776. As time went by, the ideas of Jeffersonââ¬â¢s words ââ¬Å"all men are created equalâ⬠grew in importance. Northern states used them to free slaves in their states. Abraham Lincoln used equal rights to justify the Civil War (Bernstein, 156).He soon became the governor of Virginia. Jefferson also because the vice President of the United States. To occupy his times during his four years as vice president, Jefferson authored A Manual of Parliamentary. This was one of the most useful guides to legislative proceedings ever written, and served as the president of the American Philosophical Society. After Jeffersonââ¬â¢s time as vice presiden t, he became the third President of the United States. As president, Jefferson accomplished many things, including the Louisianna Purchase (Beran, 73). This greatly expanded the size of the country.After his presidency, Jefferson settled down. His tone of writing remained the same as before though. He was still straight forward political writer who expressed his opinions through letters and documents. Jefferson did, however, write an autobiography describing his accomplishments and life journeys. He began writing this is 1821. The last thing that was written by Thomas Jefferson was a letter addressed to Roger C (ââ¬Å"Thomas Jeffersonâ⬠). In this letter, Jefferson thanks him for inviting him to the celebration of the fiftieth anniversary of The Declaration of Independence.He said that he was happy and hopes that the celebration serves as a reminder of the rights he had originally written about. At the end of the letter, Jefferson apologized for having to reject his invitation because of his health conditions. Thomas Jefferson lived a very eventful and successful life. In 1818, his health began rapidly declining. He was diagnosed with kidney failure and many other age related diseases (ââ¬Å"Thomas Jefferson, a Brief Biographyâ⬠). His death was mainly caused by a combination of a few things. One thing that contributed to his death was exhaustion from diarrhea. Another contributor was toxemia from a kidney infection.Uremia from kidney damage and orthostatic old-age pneumonia also added to Jeffersonââ¬â¢s declining health. He was bed-ridden and eventually died on July 4th, 1826 in Charlottesville, Virginia. The date of his death is ironic because it was the same day as the anniversary of The Declaration of Independence. Jefferson might have lived longer under modern medical care (Bernstein, 187). Jefferson leaves behind a legacy that will always be talked about. He will forever be revered as one of the great American Founding Fathers. He was a spok esman of liberty, but had also been viewed as a racist slave owner.He was a president who expanded government authority beyond the wildest visions of his predecessors. Jefferson is a symbol for the nation he helped create. After he died, he was buried in the family cemetery at Monticello. Perception on diversity The major difference in the perception of the diversity across two nations clearly conveys the true picture on the diversity perception. The religion, gender, birth place, caste etc are the major diversity issues encountering an Indian. While in US they also include disability, age, marital status, immigration / citizenship status and sexual orientation (Schome, n.d). Legal Framework US have a very strong legal framework to ensure more robust policies with proper legal action being enforced against the corporate offenders. And these action are often highlighted as the cases of the best corporate practices. While in India, the things are more weak and the system lack proper legal support for any discriminatory practices. All the government and public sector undertaking bodies in India have a system of reservation, where a specified percentage of positions are earmarked for the people representing different caste/religion/section.
